World War 1 US Ship Camouflage Posters On October 1, 1917, the US Treasury Department, the Bureau of War-Risk Insurance, and US Shipping Board issued a requirement that all American merchant ships be painted in protective camouflage schemes. The penalty for non-compliance was a .5% increase in war-risk insurance. This is a high quality image of the five camouflage plans that were officially sanctioned. The persons who designed these were (from top to bottom) William Andrew Mackay, Everett L. Warner, Gerome Brush, Lewis Herzog, and Maximilian Toch. All five people were artists, with the exception of Toch, who was a paint chemistry expert. These were published in full-color in a printed report, issued by the Submarine Defense Association in March 1918.
